This is an early Coplite swing down lamp that pre-dated the IPF made Coplite swing down lamps. These lights were used by the LAPD in the early 80s before the transition to the newer models. This was made from a Grote 6403 that was powdercoated black with a shop made shaft piece, interior roof mount and spring system. 
This is one of only a handful that were made before going with the more streamlined IPF made Coplites.
